WebAssimilate turns them into cyborgs. I'm pretty sure cyborgs are meant to be their end state and I don't think you can turn them into full robots. It can be a bit annoying how many unique species you end up with, but I guess that's the price you pay for being able to steal pops en masse. Cyborgs can live on machine worlds, just fyi.
